Andi may be delighted to apt-get install libwww-perl and then to use /usr/bin/GET for simple cat behaviour.

Or use vim: vim http://server/path/to/file. With the help of netrw, it can read and write via rsync, webdav, ftp, and ssh! Not sure it does SSL yet.

Finally, there’s also sshfs…
