I’ve heard a third argument, that’s a bit more convincing I think: Launchpad won’t be open source until the code is compatible with itself. Meaning, once launchpad can track another instance of itself, there’s less fear over decentralization. I’ve been told the first step is to finalize an API for a distributed bug tracker, and that’s only happened recently. After that, implement and test. Once that’s accomplished, you’re looking at something wholly different. In essence, I believe they’re planning to do exactly what you suggest.
